Modernizing Kampala's Mobility: Transport System
Kampala is a private-car choked city due to failure and chaos in mass public transport system. We suffer low road density and potholed narrow roads throughout the city. I will provide an affordable efficient public transport system to solve traffic gridlock and connect all parts of our city.
The Plan
1. Affordable public transit system
- Introduce affordable public transit system consisting of buses, trains, and street cars
- Transport commuters between Kampala Metropolitan and all divisions
- Connect Kawempe via Bwaise, Rubaga, Makindye, Luzira-via-Bugolobi-Nakawa and all Kampala environs
- Funded from revenue sources such as property and business taxes, parking, licensing, and national treasury allocation
2. Traffic decongestion master plan
- Remove on-street parking in city center
- Introduce multi-storied and sunken car parks
- Designate specific drop and pick up points for public service vehicles
- Light up all pedestrians' sidewalks on all roads within Kampala
3. Road infrastructure improvement
- Construct more, wider and proper roads and streets
- Solve traffic gridlock through construction of more and wider roads
- Eradicate roundabouts and install additional traffic lights
- Expand width of all existing roads and streets to reduce accidents
4. Non-motorized transportation
- Build and manage safe pedestrian walk-ways in all Kampala estates and City center
- Construct bicycle lanes throughout the city
- Build secure bicycle storage facilities at affordable rates
- Construct foot bridges, gardens and recreational facilities
5. Job creation through transport system
- Create tens of thousands of well-paying jobs in public transit system
- Employment opportunities for drivers, maintenance staff, administrators
- Jobs in construction and maintenance of transport infrastructure
- Economic stimulus through improved connectivity
6. Integrated transport planning
- Coordinate with national government on metropolitan transport solutions
- Implement smart traffic management systems
- Ensure accessibility for persons with disabilities in all transport systems
- Promote green transportation options
This comprehensive transport system will transform Kampala from a traffic-choked city to a smoothly functioning metropolitan area where residents can move efficiently and affordably to work, school, and recreational activities.
