Transforming Kampala into a Modern Smart City

We will transform Kampala from a filthy, run-down, over-crowded, mismanaged and decaying city to a clean, modern, smart and integrated world-class city through comprehensive technological integration and sustainable urban development.

The Plan

1. Integrated ICT Systems

  • Integrate ICT in government and private sector business processes
  • Implement effective, efficient and transparent e-payment modules
  • Develop interactive web portal for unified communication and email
  • Speed up payments for online rents, liquor licensing, land rates, market stalls, single business licenses

2. Sustainable Environment & Clean City

  • Accelerate banning of all plastic products in the City
  • Pass and enforce by-law banning littering
  • Clean and safeguard drainage tunnels, water streams and water sources
  • Rehabilitate public parks, gardens and recreational resources
  • Launch tree-planting campaign with one million seedlings annually

3. Safe Walkways & Cycling Infrastructure

  • Build and manage safe pedestrian walk-ways and bicycle lanes in all Kampala estates and City center
  • Construct secure bicycle storage facilities at affordable rates throughout the city
  • Focus on non-motorized traffic which contributes 60% of city traffic
  • Create thousands of well-paying jobs through construction and maintenance

4. Security & Public Safety Systems

  • Maintain efficient and effective security systems for public safety
  • Improve access to infrastructure and services to enhance city productivity
  • Establish 24-hour emergency toll-free telephone numbers for reporting crime and emergencies
  • Implement smart surveillance and emergency response systems

5. Recreational Facilities & Community Spaces

  • Acquire, build and manage public recreational facilities and parks in all areas of Kampala
  • Host extensive programme of community events and activities
  • Work with businesses to pool corporate social responsibility money
  • Ensure vulnerable people have access to legal advice and support services

This smart city transformation will position Kampala as a modern, sustainable urban center that leverages technology for improved service delivery, environmental sustainability, and enhanced quality of life for all residents.
