We will strengthen the principles of universal access to quality health care by ensuring that Kampala has well-constructed, equipped and staffed free elementary health centers. Every resident deserves access to quality healthcare services regardless of their economic status.

The Plan

1. Universal access to quality healthcare

  • Ensure Kampala has well-constructed, equipped and staffed free elementary health centers
  • Provide adequate, clean and safe water for all residents as a basic health necessity
  • No discrimination in healthcare access based on social class or status
  • Strengthen public health infrastructure across all divisions

2. Emergency medical services

  • Maintain 24-hour emergency medical services throughout the city
  • Establish efficient ambulance services with quick response times
  • Create emergency toll-free telephone numbers for health emergencies
  • Coordinate with fire and security services for comprehensive emergency response

3. Public health and sanitation

  • Provide adequate, clean and safe running water to all residential areas
  • Implement comprehensive solid waste management to eliminate health hazards
  • Clean and safeguard drainage tunnels, water streams and water sources
  • Accelerate banning of all plastic products to reduce environmental pollution

4. Disease prevention and health education

  • Implement public health education programs in communities
  • Focus on preventive healthcare to reduce burden on treatment facilities
  • Address maternal and child health needs specifically
  • Promote healthy lifestyles and nutrition education

5. Healthcare infrastructure development

  • Construct and equip modern health centers in all divisions
  • Ensure all health facilities have necessary medical equipment and supplies
  • Train and deploy qualified healthcare professionals
  • Maintain clean and hygienic healthcare environments

6. Specialized healthcare services

  • Develop specialized services for vulnerable populations
  • Ensure access to legal advice for vulnerable people through partnerships
  • Address mental health needs as part of comprehensive healthcare
  • Provide reproductive health services and child care support
