Dignified Living for All: Affordable Housing
More than 90% of hard-working but poorly paid or jobless Kampalans live in slums; not houses. We shall upgrade and construct environmentally friendly, affordable and hygienic Kampala City Council Public Housing with indoor plumbing and clean running water for the economically under-privileged residents.
The Plan
1. Major construction program for slum dwellers
- Unveil major construction program to resettle all slum dwellers to new homes/houses
- Construct clean and affordable housing with in-door toilets and running water
- Provide housing for low-income and unemployed residents at substantial discounted rates
- Eventually eliminate slums from Kampala
2. Targeted slum upgrading areas
- Focus on Katanga, Mulago, Katwe/Nsambya, Bwaise, Nagurugo-down, Luzira
- Include Kikubamutwe/Kabalagala, Nabutiti/Kansanga & Nakulabye among others
- Comprehensive approach covering all major slum areas in Kampala
3. Job creation through housing construction
- Create more than 100,000 well-paying jobs for residents each year
- Provide training, employment and economic stimulus through construction projects
- Empower local workforce with construction skills and trades
4. Funding and partnerships
- Source funds from well-wishers both locally and from abroad
- Partner with international and local charities, foundations, businesses, philanthropists and foreign governments
- Utilize public-private partnerships for sustainable housing development

5. Modern housing standards
- Environmentally friendly construction methods and materials
- Hygienic living conditions with proper sanitation
- Indoor plumbing and clean running water in all units
- Adequate space and ventilation for healthy living
6. Social and economic integration
- Create mixed-income communities to avoid segregation
- Include community facilities, schools, and healthcare access
- Ensure proximity to employment opportunities and transportation
- Promote community ownership and pride in new housing developments
